Yes, it has clearly been pulled up, passed her belly button (I feel ridiculous saying that). That's my point. It's incredibly unrealistic. It doesn't look seductive, it makes her look stupid. At least, to me. :c
He means that the waistline is typically worn that high but the bottom portion of the skirt has been pulled up. It's not uncommon for the waistband to be worn at that height, only a lot of the time it's covered by a top.
Really? What purpose could that possibly serve? I can't imagine it would be any more comfortable that wearing a belt at that height.

With some clothing, it may accentuate a woman's curves. Aside from that, I'd say it depends on both the woman and the piece of clothing.
